I think a hot plate is safer..with a Bunsen burner you have an

A hot plate is safer in that you can use much lower heat over a longer

period of time & still accomplish the distilling since organic volatile

liquids have a low boiling & igniting point. Think of Isopropyl  
Alcohol.it evaporates in room temp. If you heated it on a Bunsen burner  
you'd be in trouble. Even a hot plate would have risk. Chemistry can be  
very dangerous if you don't know what you are doing.

hotplates are electrically heated elements & rise to the  
pup
temperatures set by the user on the surface of the plate

bunsen burners on the other hand are a flame & the amount of heat added is

regulated by the gas flow

Flames are way higher temperature than the hotplate surface & so (if you  
remember ur fire triangle) can be used as an ignition source for the hot  
volatile vapours coming off when distilling.  
 
In essence its a safety feature - remove the ignition source & you remove  
the potential for ignition
